The feature is under the Image menu of the main toolbar. It can only work on layers, not background. So if you open an image in Photoshop, you have to paste it to a new file to work with it.

I got CS4, have yet to find this function.
Impressive, yes, but why isnt the CS4 layout and workspace shown eh?
Also, the first example was a capture from IEXPLORER not photoshop which makes this even more suspicious.
Obviously, because this video is about the algorithm itself, not about a specific implementation (i.e. Photoshop CS4). Hence the technical discussion, which is, frankly, much more interesting...

This feature called "Content-aware scaling" in Photoshop CS4. And Available in Edit Menu, on floating (non BG) layers.
Ability to "remove people from photos" works like Patch Tool in Photoshop, and it not so fantastic.
