Charles Darwin was not the first to discover and write about natural selection.He popularized the idea.Also Darwin viewed natural selection as a process that fueled evolution.Before him it was not viewed that way.

The variation that we observe are from genes that are already there, all by brothers look different but there are no new genes, it doesn't matter how much you select these genes and get different variation you are not going to get a new gene, for that you need changes in the DNA but that's a different kind of change then the variation that we observe sitting in our armchair, which is reshuffling of genes

not to mention that the mutation has to be present in the female BEFORE birth, and in the eggs specifically since a mutation in any other part of the body wont even be passed on to offspring - it has to be present in both the sperm and the eggs of a male and female which must then mate with each other and assuming they are even fertile which like i said is unlikely since 99% of mutations are harmful, could possibly be passed on to offspring if it survives which most offspring with mutations DONT
