Hit-to-kill interceptors in Tijuana would have no effect on our nuclear deterent since none of our trajactories would go anywhere near there in anyway that an interceptor could intercept. They would be in tail chase and to try to catch in tail chase would mean hitting escape velocity and going out into deep space. You need esrth's gravity for ballistic trajectory.

The GMD system in Europe won't be operational until 2012. The Iranians just announced plans to orbit satelites on their own rocket, which means they have a rocket that can hit Europe.
With 6000 type-2 gas centrifuges, it won't take 3-4 years for them to produce a nuke bomb.
The Iranians may be ready much sooner than 2012.
